This appears to be an old set from the Brest region. These maidens have orange hair and blue scarves (which are crazed and chipping somewhat as Brest sets often do). They are very ornately decorated with large pink and white flowers which are painted with a nice textured technique, with a similar design on the green bases. The bright blue scarves have ornate dark blue flowers on the back. The smallest doll opens, so it was probably originally a 4n set.
