This red plastic doll is a pepper mill. The head swivels to grind pepper or salt, and a knob on top unscrews to remove the head, so that the pepper or salt can be filled.
A friend in France saw this pepper mill doll in a magazine and wanted to find the shop in Strasbourg. The advertisement had a phone number, but it was a number for an ad agency and not the maker or seller of the pepper mill. It took a few calls to find the shop that sold the pepper mills (Tadzio.fr). Included was a package of peppercorns that came from Poland (pieprz), rather than France.
